When bidding an exterior painting job for a potential customer I always test the stucco walls to see if they are chalky, I look to see how many cracks they have in their exterior stucco walls, check the perimeter of the window frames for separation where they meet the stucco walls, and I also check for loose paint from the previous paint coating
Many times, a painting contractor does not realize that the paint may peel off until they begin the pressure cleaning process. Which can be a big surprise to any painting contractor painting the exterior of a home. There are two ways to pressure clean a home, the first is to just apply the bleach and water and rinse off to remove any mold and mildew on the current paint surface. Doing it this way they keep the wand from the pressure washer far enough away from the stucco walls not to disturb the current paint finish.
The second way, which takes more time and is more thorough, is to pressure clean making sure all contaminants have been removed, including loose paint or caulk.



Usually if the paint starts to come off during the pressure cleaning, it may come off just a little in some spots, however sometimes it may come off all the way down to the bare concrete. This means that the last painting contractor did not properly prepare the exterior stucco surface. They needed to apply the proper chalk sealer to the chalky surface of the stucco walls to seal in the chalk. This is the main reason the paint comes off.
What I have found is that this usually happens when the homeowner, or previous homeowner hires a handyman, or a painting contractor that either bid the job so cheap to get the job they cut corners to save money, or the painting contractor has hired a sub-contractor to do it on they cheap and they don’t have the experience needed to properly prepare a home for painting.
